On April 6, 2025, the Satisfaction Index of Public Administrative Services (SIPAS) and Public Administration Reform (PAR) Index rankings were released by the Ministry of Home Affairs. Accordingly, Hue city rose 17 places and was one of the ten localities leading the rankings.
With a score of 85,27%, Hue city’s SIPAS moved from 32nd place (2023) to 15th place (2024). This proves efforts made by administrative units in improving public service quality, particularly in primary fields such as health, education, identity paper, and land. SIPAS index showed that locals expect more from service quality and hope to access more transparent and effective services. Particularly, the percentage of negative reports decreased significantly.

PAR Index rankings 2024
In 2024, Hue city continued to show its effort in enhancing its PAR Index. Hue was ranked 7th with 91,03 points, a rise of 10 places. These outcomes showed positive transformations observed in mindset, action and practice. Locals and businesses earned practical benefits from administrative reform implemented in a serious manner, new models piloted, the close connection between digital transformation and proposal 06. PAR index defines its role as a key management tool as it helps localities figure out their shortcomings and strengths. Responsibilities of each individual is also specified, contributing to improving the leadership and governance of the leaders of departments, localities and units.
