Recently, Thua Thien Hue is among the proactive provinces/cites focusing on development of Information Technology (IT) especially, IT applications in culture and tourism field. Additionally, the province is one of a few destinations clearly and strongly affirming the development goal of building a “heritage, culture, ecology, landscape and environment-friendly” urban area based on specific values and comparative advantages on existing education, health, culture, tourism system.

To actualize that mission, the Province is speeding up on building a centralized IT zone; formulating policies to attract investors, creating a startup environment for small and medium enterprises; process the procedures for provincial IT Center to integrate into Quang Trung Software City chain with “one-stop procedure” supporting policy, providing preferential policies on IT field which enhances the strong development of IT enterprises, connecting with training centers for IT human resource; building telecommunication infrastructure, ensuring available internet connection, accommodating advanced and modern services. The province is cooperating with Hue University and its member universities, Phu Xuan University, colleges and junior colleges to innovate training models; preparing with IT major students and also converting to IT field for even the majors belonging to the different advantages of Thua Thien Hue such as healthcare and culture, to create a breakthrough in developing human resource on IT.

Legal basis
  • Resolution 19-2016 / NQ-CP dated on April 28, 2016 and Resolution 35 / NQ-CP dated on May 16, 2016 on improving the system for investment, business and enterprise development.
  • The province has set up a special support unit for businesses in the IT field; as a result, IT enterprises coming to Hue just need to provide the needs, information about their businesses. This unit will be responsible in processing all needed procedure and assist until the enterprise can start operating.
IT infrastructure
  • There is only one online public service portal for the whole province providing supporting services, creating favorable conditions for businesses and investors to easily access information and send applications for administration procedure anytime, anywhere.
  • Smart city operation center ensures the shared information infrastructure serving state sectors, provides virtual server services, hosting services, web-based application software, VPN services for provincial WAN system with Internet connection speed of 300Mbps domestically and 4Mbps internationally.
  • Implement the project "Development of smart city services in Thua Thien Hue Province until 2020 with orientation to 2025 ”, currently, on some main streets in Hue city, the system of surveillance cameras and traffic management systems have been installed; Supporting security and safety for the community and tourists.
  • There are 28.3km of underground telecommunication cable system at 31 routes.
  • High-speed Internet connection meets the maximum demand for data.
Human resource for IT
  • Thua Thien Hue is one of three major human resource training centers of the country with 8 high quality universities, 3 faculties and many colleges and professional secondary schools.
  • Currently, Thua Thien Hue province has 281 professors and associate professors; 290 senior lecturers; 786 doctors; 1,495 masters and 33 honorary professors and hundreds of foreign visiting professors and associate professors.
  • Over 2000 employees working in IT field.
  • Every year, on average, training over 10,000 new graduates with university degrees, over 5000 people from private universities, Colleges, Secondary schools ... meeting the needs of personnel for businesses.
  • The number of IT students expectedly graduating from now until 2021 from universities and colleges is about 1500 students.
  • The cooperation agreement between Department of Information and Communications, Department of Planning and Investment and Phu Xuan University on the implementation of training programs that are suitable to the recruitment needs and commit to have jobs for students after graduation, specifically:
    • From 2018 - 2020: Train 500- 700 software engineers / year;
    • From 2021 - 2023: Train from 1,000 to 1,500 software engineers / year.
  • A cooperation agreement between 3S International Software Joint Stock Company and Hue University on the coooperation in training students to meet business recruitment needs, specifically:
    • Support for students loan of up to 50% study fee and deduct monthly salary after graduation when they get the jobs ( 1 million VND/month);
    • Guarantee for the lowest salary rate to be 7 million VND/month;
    • Establish annual scholarship fund for outstanding IT students
  • Additional human resources: The University of Foreign Languages and the Faculty of Foreign Languages at other Universities each year provide about 500 graduates with such majors as English, Japanese, Chinese, French, Russian, Korean .. ., can work in foreign projects, especially in IT field.

Available infrastructure meeting the immediate operational requirment

Currently, there are about 14 buildings and offices for rent in the city center with a total floor area of 15,000 m2, including 6,000 m2 of available floor space, with prices ranging from 80,000 VND / m2 to 300,000 VND / m2. In addition, Hue University is expected to provide about 4,500m2 of floor area for rent in the near future.

Thua Thien Hue is an ASEAN City of Culture, a typical Festival City of Vietnam, a multi-sector and multi-disciplinary health and education center of the country.

Preferential policies for Information Technology field
  • Decision No. 19/2017 / QD-UBND dated on April 21, 2017 promulgating a number of preferential policies and support for investment in Thua Thien Hue Province
    • Enjoy the highest preferential level in the framework of the law on tax and land.
    • Support 50% of working space rent for the first 03 years from the date the enterprise starts leasing for their operation in the province. The maximum of the support does not exceed 200 million VND / enterprise / year and is specified as follows:
      • The first year: maximum of up to 60.000 VND/1m2/month
      • The second year: maximum of up to 40.000 VND/1m2/month
      • The third year: maximum of up to 20.000 VND /1m2/month
  • Decision No. 39 / QD-UBND dated on June 28, 2018 of the People's Committee of Thua Thien Hue Province, promulgating the Regulation on policies to support small and medium-sized enterprises in Thua Thien Hue province

  • Decree No. 154/2013 / ND-CP dated on November 8, 2013 of the Government stipulating information technology parks:
    • To choose the form of land allocation with collection of land use fees, land lease or sub-lease of constructed land in accordance with the provisions of the law on land;
    • To be entitled to have 10% income tax rate for 15 years, with tax exemption in the first 04 years, 50% reduction of payable tax amounts for 9 subsequent years, for enterprises with the income from the new investment projects at centralized information technology zone. For newly established enterprises from large-scale information technology projects that need special investment attraction, the duration of preferential tax rates may be extended but the total duration of applying 10% tax rate does not exceed 30 years.
    • To be exempted from import tax for goods imported for fixed assets and serving in producing information technology products and services of enterprises;
    • To receive favorable offer in export tax for information technology products and services according to the provisions of law;
    • To receive favorable conditions for customs procedures in the process of importing and exporting information technology machinery, equipment, and products and services;
    • To be entitled to preferences in investment credit and export credit from the Government, the National Science and Technology Development Fund and other credit institutions according to the provisions of law;
    • To enjoy other preferential policies of the State applicable for enterprises operating in high-tech parks. In case the enterprise is entitled to many preferential rates as prescribed by law, the highest preferential rate shall apply.
